The Star Pirates and Second String strips aren’t chronologically in-synch with the main comic. I would guess this conversation took place before the ceremony started.
Unless the anesthetic effects of the booze directly counteracted the pain of the crotch kicks and the drunken amnesia was so great he not only forgot it all, but even forgot he was supposed to be in pain.
