Rhodopsa says that, if the current Alliance administration would want the Jedi out of the way, they would do it like previous Alliance administrations: declare them enemies of the Alliance and hunt them down officially.
You expect to get some Jedi killed from time to time as normal attrition. Two around the same time could be a coincidence. Of course, given the available context, we know that’s not the case, but for someone in-universe, the old “chance; coincidence; conspiracy” rule of thumb is still pretty solid.

The basic rule: one is chance, twice is coincidence, three times is enemy action.
Yeah I assume by “nothing” he means “not connected” or “not a pattern” because dead Jedi aren’t nothing.
